PERAA holds election

PERAA ADMINISTRATORS will elect two trustees this year - a Trustee at-large and a Trustee for Visayas Region, with the expiration of the term of Dr. Armand V. Fabella, Chairman of Jose Rizal University and Atty. David Tirol, President of University of Bohol. This was announced by Pres. Bernadette Nepomuceno in a circular to Participating Institutions.

The elected Trustees will serve for four years effective upon Board confirmation of their election and until April 2012.

A brief biodata of the following nominees are being sent to PERAA Participating Institutions: Dr. Melanio L. Aoanan (Pres., Southern Christian College), Dr. Armand V. Fabella* (Chairman, Jose Rizal University), Fr. Ernesto O. Javier, S.J. (Sch. Director, Sacred Heart School for Boys), Atty. David B. Tirol* (Pres., University of Bohol), and Fr. Ramon T. Villarin, S.J (Pres., Xavier University).

"Consider the pension concept" - Fabella

PERAA Chairman Armand V. Fabella asked PERAA administrators to take a look at pension or the annuity concept as benefits for their retirees rather than the lump sum mode of payment in his talk during the Administrators' Conference held in October last year.

Dr. Fabella, noting that the members' benefits are becoming bigger and bigger, expressed concern over the increasing cases of retirees who, after getting their retirement benefit in

lump sum, lose their money after a year or so, having given them to relatives in need. The chairman explained that it is part of the administrators' duty as alter egos of the faculty and personnel to show the advantage of the pension concept.

However, in response to a related query from a would-be retiree, the Chairman qualified that choosing the benefit option really depends on the retiree's plans and the size of his fund. Some retirees are adequately provided from other sources but those who are not and those who are not very sure with their plans at retirement would be better off if they get their retirement benefits in pension.

From 1975 to 2007, PERAA had a total of 284 pensioners. Within the same period, 16,123 PERAA retirees received their retirement benefits in lump sum. Currently, only 30 PERAA pensioners have remained.

As its name indicates, PERAA was established as a retirement annuity to its qualified retirees, to give periodic pension complementing the benefits from the Social Security System. In 1990, however, the board liberalized the retirement policy and allowed the retirees to opt for one-time payment of benefits.

An annuity is a periodic income for life, even after a pensioner's accumulated value (contributions plus earnings) is exhausted. The pension options include partial lump sum of 15%, 30% and 50% guaranteed for 5 or 10 years. The guarantee assures the pensioner's beneficiary of receiving the balance of the pension in case of death within the guaranteed period. In the other option, 5-year annuity certain, the member prefers to receive his pension only in 5 years


Lahoz re-elected, Moreno & De Leon join board

PERAA ADMINISTRATORS re-elected Dr. Elizabeth Q. Lahoz for a second term as Trustee for Luzon and elected Misamis University President Karen Belina F. De Leon as Trustee-at-large in nationwide elections held the past year. At the same time, the PERAA Board confirmed the nomination by the CEAP Board of Ateneo de Zamboanga University President Antonio F. Moreno, SJ, as Trustee representing CEAP. This was relayed by Fr. Roderick S. Salazar, Jr., SVD, President of the Catholic Educational Association of the Philippines.

Dr. Lahoz, president of Technological Institute of the Philippines, is a Doctor of Philosophy in Education Major in Educational Administration from the University of the Philippines, College of Education. She finished her Master in Business Administration - SEP at the Ateneo de Manila University and her AB Communication Arts (Magna cum laude, class valedictorian) at Maryknoll College. Dr. Lahoz is a member of the PERAA Executive Committee and is Overview Trustee of Marketing and Membership Committee.

Dr. De Leon is a Doctor of Medicine (UERMMMC) and a Doctor of Education major in Educational Management (Misamis University). She is concurrent president of Rural Bank of Tudela (Misamis Occidental). Among others, she is also an active member of the Association of Women Presidents/Chancellors of Private Colleges and Universities (SOPHIA), Coordinating Council of Private Educational Associations (COCOPEA) and the Phil. Association of Colleges and Universities (PACU).

On the other hand Fr. Moreno holds a doctorate degree in Developmental Studies from the Center for Developmental Studies, University of Wales, Swansea, United Kingdom. He is also a holder of an MBA in Developmental Studies, Institute of Development, University of Sussex, Brighton, United Kingdom. He finished his STE (Magna cum laude) and MA in Theology at the Ateneo de Manila University. Concurrently, he is president of ZAMBASULTAPS, Zamboanga City; Regional Director of CEAP and FAPE for Reg. IX.


President meets administrators

IN her first year as president of PERAA which took effect on January 2007, Ms. Bernie Nepomuceno took time off her busy schedule as CEO to meet PERAA administrators and personally give the briefing and presentation to prospective Participating Institutions, pushing for the adoption of the Reserve Fund in the process.

In a span of 16 months, the president, with VP Liza Fadol and the marketing team made several visits to 46 PERAA administrators and prospective members in various areas including Nueva Ecija,

Bicol, Laguna, Cavite, Cebu, Davao, Bacolod, Aklan and North Cotabato. Through orientations and consultations, she updated the members including teachers and employees on the latest developments in PERAA.

The president also gave brief presentations to diverse groups of educational institutions in general assemblies - like the COCOPEA National Congress and PACU assemblies in Davao and Cebu - and even small groups of private schools, underscoring the flexibility and affordability of PERAA not to mention the track record of the Association in terms of fund performance.

Some of the educational groups she has addressed are the Bicol Federation of Higher Education, Nueva Ecija Pre-Elementary and Elementary Schools Assn., Davao Association of Colleges and Schools, North Cotabato Private Schools Assn. and PAPSCU.

The PERAA President who is an organizational development specialist is very excited over the prospects for a more efficient service to the members with PERAA's ongoing computerization in progress.

14 schools join PERAA

THE fourteen additional Participating Institutions for the fiscal year mirror PERAA's membership profile - a mixture of different types of educational institutions with different sizes and affiliations from different regions of the country. What binds them together? The simple desire to put up a retirement fund for their employees and confidence in the Trustees behind the Association.

The new Participating Institutions which include five colleges, three high schools, two elementary/pre-elementary schools and four training/technical schools including a cooperative are:

Tertiary - Brokenshire College of Socksargen (Gen. Santos City), Brookefield College in Cavite (Dasmariñas, Cavite), Pasig Catholic College (Pasig City), San Lorenzo Ruiz College of Ormoc (Ormoc City), UNIDA Christian College (Imus, Cavite);

Secondary - Assumption Academy of Monkayo (Compostela Valley Prov.), Immaculate Conception School for Boys (Malolos City), Southbay Montessori Sch. (Sta. Cruz, Laguna);

Elem/pre-elem - Mary's Child Learning Sch. (Daraga, Albay), The Little Campus Northbend Sch. (Baliuag, Bulacan);

Others - CCAP Fairtrade Dev't, Inc. (Quezon City), Community Crafts Assn. of the Phils. (Q.C.), St. Constantine Institute of Science & Technology (Binangonan, Rizal), Xavier University Community Credit Corp.

The 14 schools brought in 358 new member-employees to PERAA.
